Pretty sure it's intentional. Don't believe they are remotely strong enough to warrant any form of badge for killing them. Also keep in mind, though, there there's a server overhaul on its way and a lot of crappy spawns that shouldn't exist are being removed. Dunno if that's one of them or not, but yeah.

Figured as much, then I figured that they could fit in under the regular zombie tokens. Just to be able to keep a kill count if you wnated to. But yeah I know overhaul is on the way.
